HOMA manages “convenzionato” (subsidised) student residences built with PNRR funding, under Ministerial Decree 481/2024 (MUR) and the CDP call. Running a student residence in full operation, every day, for years, is the hard part: the student housing market does not forgive improvisation.

What the award entails

Not a hotel, not a rooming house: a regulated asset

The obligations under Ministerial Decree 481/2024 are strict, and they last as long as the constraint.

The four obligations, one by one

  • Services, not just beds

    Continuous provision of residential, community and ancillary services, to the standards set by the decree.

  • Rates and eligibility

    Subsidised rates and student eligibility are not the owner's call: the programme sets rents reduced by at least 15% against average market values.

  • Reporting to the authority

    Occupancy, service levels and operational compliance, documented and filed with the granting authority: a bi-monthly report on implementation status and progress-data entry, as required by the guidelines of Ministerial Decree 481/2024 and the CDP call.

  • Use constraint over time

    The use must be maintained for the whole duration of the constraint: twelve years, three initial plus a further nine, not just the first academic year.

    The building is managed centrally by HOMA.

    • Suppliers and maintenancePlanning and coordination of routine and preventive maintenance. Suppliers are contracted and paid by the owner: we select, coordinate and quality-check them.
    • Contract administrationSigning, registration and renewal, tax office filings, arrears management.
    • Money into your accountRents and deposits go into an account in the owner's name, not ours. The money never passes through HOMA.

An interconnected residence that reduces inconvenience

HOMA's own team built HOMA Campus, a property management system designed for “convenzionato” (subsidised) student residences.

The four functions of the PMS

Day-to-day operations

Maintenance tickets tracked with photos through to closure, cleaning shifts, building and room records, guided check-in for new residents.

Student support

Residents raise requests from their phone, follow their history, read their contract, request termination and find a virtual assistant for common questions.

Visibility for the owner

Authorisation requests for work above the spending threshold reach you, and the maintenance history is filtered to your own buildings.

Administrative traceability

Contracts, rents and rooms in a single archive, with a record of who did what and export of maintenance data.
