The three student housing models

Italy has three kinds of student housing. Public residences, which grew through Law 338 funding: universities, right-to-study bodies and other public institutions could apply, from conservatories and higher arts institutions to municipalities. Private ones, developed by Italian and foreign investors on the student hotel model. And convenzionato residences, also built by private operators, where 30% of the beds go directly to students who qualify on merit and financial need, and the remaining 70% is let to students at a controlled rent. The third way is the model of the residences we operate.

The model outlives the recovery plan

The national recovery calls were open not only to public bodies but to private operators at large: that is why sixty thousand convenzionato beds will come on stream between 2026 and 2027. But the model does not end with the funding. Many municipalities are aligning local planning rules to the same criteria, granting incentives to those who keep building convenzionato residences: it is becoming the ordinary form of Italian student housing, not a funded parenthesis.

Residences, not apartments

This line is about student residences: whole buildings, with daily presence, shared spaces, common rules and often a public call to comply with. Apartments spread across the city are a different line, the distributed campus, where students and young workers live under residential leases. Keeping the two apart matters: they are different trades and different offers.

Rents and eligibility

In publicly funded residences, rents and eligibility are not set by HOMA: they come from the public call, with income thresholds and quotas reserved for students supported by regional study-grant bodies. Each residence page states amounts, requirements and application windows exactly as they are.

The months of lower demand

In the months of lower academic demand, some rooms in our residences may host tourists or seasonal workers for short stays. It is not what our residences are for, since they remain homes for students, but one more lever in the management mix, one that makes the investment sustainable and helps fund its renovation, keeping the property active all year round instead of ten months out of twelve.

Been awarded the funding and need an operator?

Between Ministerial Decree 481/2024 and the CDP call, thousands of convenzionato beds are being built by developers, owning families and investment companies. Building and operating are two different trades: HOMA is an operating entity for third-party owners and a developer of its own schemes.

What residents get

All-inclusive contracts, maintenance with someone to write to, managed common areas and a local team that answers. Operating residences are under HOMA Campus, the brand HOMA uses for dedicated buildings.

Do you have a convenzionato residence to be managed?

The MUR's Ministerial Decree 481/2024 and CDP's student housing fund finance convenzionato beds with obligations that last for the whole restriction period: rates, rankings, the quota for students on merit and need, reporting to the authority. These are the rules we work with every day, both as operator and as developer.
